It is the fundamental principle and unalterable law of this Nation that public servants, agencies, and governmental bodies exist to aid in the conduct of the people's business. It is critical and central to the Constitution of the United States that the people's business be conducted openly so that the public may remain informed. The people find and declare that it is the intent of the people, and the law of the land, that the actions and deliberations of public servants (appointed or elected), agencies, and governmental bodies be undertaken and conducted openly. The people of this country do not yield their sovereignty to the agencies or officials that serve them. The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed and with access to all manner of information so that they may retain control over the instruments they have created.
